History

In a Riverboat Gaming Development Agreement dated May 15, 1996, RDI/Caesars Riverboat Casino, LLC agreed with Harrison County, Indiana government to provide $5,000,000 to create what would become the Harrison County Community Foundation.  The three seated county commissioners selected 21 Harrison County citizens to become the founding board of directors.

Exhibit F of the Development Agreement also provided a continuing transfer of contributions from the casino to the community foundation beginning in 2000.  These monthly contributions, based on a percentage of Adjusted Gross Receipts, would provide an estimated $12,000,000 per year to the foundation; an amount that would make passing the Public Support Test required by community foundations impossible.

To accept these substantial contributions and allow the foundation to continue operations as a public foundation, the (Type II) Harrison County Community Foundation Supporting Organization, Inc. was created.  The on-going contributions from the casino are currently shared into two accounts within the Supporting Organization; 25% into the Unrestricted Account which provides for unrestricted grant-making by the Foundation and 75% into the Harrison County Community Fund which provides support to programs and projects of Harrison County government.

The unrestricted fund of the Foundation has been used primarily since 2000 for matching donor contributions into designated endowments established by individuals and non profit serving agencies of Harrison County, Indiana.  The endowment purpose must serve Harrison County residents or agencies benefiting our citizens.  A 1:1 match may be available for up to $50,000 per donor household per year.
